Solution:

If a number is to be divisible by 4, the last 2 digits of the number must be divisible by 4.

So, the only numbers that are possible to be placed at last 2 places of the number are:

12

24

32

44 (Since repetition of numbers is allowed)

Any of the numbers 1, 2, 3, 4 ( 4 possibilities) can be selected to be put in the second place of number.

Any of the numbers 1, 2, 3, 4 ( 4 possibilities) can be selected to be put in the first place of number.

In total, there are 4 * 4 * 4 = 64 possibilities that satisfy the above requirements.
