I think we can't generalize the management or leadership skills based on the gender. I would like to say that some people make good managers, others do not, and gender is not a determining factor. The factors, which can help to decide whether or not a person will be a good manager are education, experience, performance, achievements, future vision, way of dealing with problems/constraints, handling pressure, meeting deadlines, building the relationships, putting new ideas, making sure that things are done etc. etc.
I think this answer will vary from person to person based on their thinkings & experiences. But in my professional experience, i didn't get any time to categorize the person based on gender.
